The Credit CARD Act of 2009 was meant to block aggressive marketing of credit cards to college students. That's not what's happening, according to a study by Professor Jim Hawkins of the University of Houston Law Center. Hawkins joins Andrew Schneider on this week's "Bauer Business Focus."
