Obama, Boehner Star In 'Fiscal Cliff' Negotiations

Of 535 members of Congress, not very many appear to be in the loop concerning "fiscal cliff" negotiations. This makes the rest pretty nervous about having to vote on a bill on short notice despite misgivings about what's in it. And yet, this is exactly how major deals have been accomplished in Washington over the years. NPR's Tamara Keith explains.
