Both John Cornyn and Kay Bailey Hutchison broke ranks with President George W. Bush to vote against comprehensive immigration reform. Cornyn says it doesn't have to be the end.

"This is just a very hard issue. But I think when an issue's too big and too hard, I've always found it useful to try to break it down into smaller pieces and I think that's what we ought to try to do here."

Kay Bailey Hutchison agrees. When her move to make all immigrants apply from home for legalization failed, she says the bill became amnesty. Hutchison says she represented the American people when she voted against the bill.

"It was the perception that people would be able to come here, stay in our country illegally, never have to go home in order to become legally processed in our country."

The bill's supporters say Congress won't likely act on immigration again until after the 2008 Presidential election.
