"Currently the warranty for new homes is one year, one year... your car warrantied for five years."

Other bills would make some changes to the Texas Residential Construction Commission. Cubarruvias says the commission has not been helpful to homeowners.

"According to the Comptroller's report 86% of the people who go to the TRCC for help don't get it they go through the process they get a recommendation from the inspector in their favor and the builder just says I'm not going to do it."

Another proposal would drop the requirement that homeowners go through arbitration if there's a dispute with a home builder.
