HGAC conducted a series of conformity tests modeled on the 2025 plan. Karl Pepple is an air quality planner with the organization. He says the transportation plan is designed to keep up with the growth of the Houston area, but it also has to comply with state and federal air quality standards.
The report does not deal with industry emissions from area chemical plants, but as far as driving is concerned, Pepple says the future looks good. H-GAC based the air quality report on various factors and forms of data, in an attempt to answer several questions.
