In Texas cities with bad air pollution, owners pay to have their vehicles inspected to make sure the engines are running cleanly. Part of that state inspection fee is supposed to go towards enforcement. But StateImpact reporter Dave Fehling tells why there's concern that even though there's a lot of inspection fraud, the efforts to catch it are getting cut.
